The Fisher Price Catalog is incorrect about the age range
I purchased the Laugh & Learn Crawl Around Car based on the description in the actual Fisher Price catalog. It said for 3 months and up and teaches sitting up. It is not for a 3 month old--there is nothing for them to sit on or be strapped to, but it is still a great toy for a baby sitting up. I would put this at 6 months and up. I gave it 5 stars because it's a cool toy, but be aware that the inside has no seat and the kid sits directly on the floor.

I have 3 little ones aged 8 months (twins) and 2-years-old. I put it together when just the twins were home and they were mesmerized while I put it together. My boy grabbed the closest piece and started playing right away. It didn't take me too long to get it put together, but the babies did start to get a little anxious as I was trying to screw in pieces.
Once I got it all together, the littles started playing and loved it. They love the shapes and balls (which easily get lost or strewn about the room since they like to swing things around and let them go). They started pushing buttons and the music is so much fun for them.
When my 2-year-old arrived home he immediately noticed the "tiny car" and ran for it to start playing. He gets in and pushes all the buttons and moves the gear shift like a pro. 8 month old loves it
I tried this out with my 8 month old niece. It came in a fairly large box, but was easy to put together. I do not know what children at that age need for proper development, but the Laugh & Learn seems like it has it all. It is covered in things that make noise, play music, light up, and can be touched. She loves it and would probably sleep in it if she could. She seems entertained while using it and it appears that she is trying to work things out with the shapes and different items, rather than just mashing buttons to make noise. I don't know how much actual cognitive function is going on, but the idea of several different senses being triggered and focused on seems like a good idea to me. Although it can take up a bit of room in the playroom, it has a lot going on with it and I think it's definitely worth the price.
